For Serbian citizens living in Australia and New Zealand, ordering official documents from Serbia is no longer the administrative obstacle it once was.
Thanks to Serbia’s digital government platform — eUprava — many documents can now be requested online and delivered electronically. However, not all documents are equal. Some are fully digital. Some allow paper delivery. Others still require in-person biometric processing.
Understanding how a document can be delivered to you in Australia is the most important starting point.
This guide structures Serbian documents based on how they can realistically reach applicants overseas — before breaking each category down in detail.
Understanding Serbia’s eGovernment System (eUprava)
Serbia’s official eGovernment portal (https://euprava.gov.rs) allows citizens to access public services electronically. You can register for eUprava by clicking on the eUprava website and then by opening the Моја еУправа menu on the right of the screen. At this stage, there is only a Serbian language version of eUprava in both the Cyrillic and Latin scripts.

Once you’ve created an account, to access most eUprava services you need to ensure all of the following:
- Have an active eUprava account
- Log in using an approved method (username/password, ConsentID app, or qualified electronic certificate)
- Access services via your personal dashboard
Many documents can be delivered electronically to your official mailbox within the system as soon as they have been processed.
What is eSanduče?
eSanduče is Serbia’s official electronic mailbox inside eUprava.
Documents delivered to eSanduče:
- Are official electronic public documents
- Contain electronic signature authentication
- Include digital verification elements (QR validation)
- Have legal evidentiary force equivalent to an electronic original
For many Australian and New Zealand authorities, this is sufficient, provided the document is accompanied by a NAATI-certified translation. To be able to access eSanduče, you must have a valid and active eUprava account.
What is ConsentID?
ConsentID is Serbia’s official mobile identity application developed to allow secure login to government services, including eUprava.
It allows registered users to:
- Log in securely to eUprava
- Submit legally valid electronic applications
- Access eCertificate services
- Receive electronic documents in eSanduče
- Digitally sign requests where required
You can follow this link to the Serbian eID system to download the ConsentID application on your phone. Once there, and as per the image below, you will have the option of choosing English or Serbian in Cyrillic or Latin scripts to download the application and get started.

Without ConsentID (or another high-level authentication method), your ability to order certain documents such Citizenship Certificates will be retricted.
How Does ConsentID Work?
ConsentID operates as a secure authentication app installed on your smartphone.
The process generally involves:
- Downloading the ConsentID app
- Registering and verifying identity
- Linking it to your eUprava account
- Using the app to approve login sessions
When logging into eUprava:
- You enter your credentials
- A confirmation request appears in your ConsentID app
- You approve the login
- Access is granted
This ensures high-level identity verification.
Can You Activate ConsentID from Australia or New Zealand?
You can typically activate the ConsentID application remotely as all you need is a Serbian ID number (JMBG) and valid current identity records in Serbian.
However, we’ve heard feedback from some clients that they weren’t able to verify their identity on their own and that they had to contact the Serbian Consulate General or the Office for Information Technology and Digital Administration in Serbia to assist.
Understanding Different Documents by Delivery Format
Serbian public documents fall into three practical delivery categories for Australians and New Zealanders living outside of Serbia
Category A: Fully Digital Documents (Electronic Delivery to eSanduče)
The most commonly requested documents by Serbians wanting to apply for visa or citizenship in Australia or New Zealand can be ordered digitally. These documents can typically be:
- Ordered online via eUprava
- Paid for electronically
- Delivered to your official electronic mailbox (eSanduče)
- Downloaded as legally valid electronic originals

For most visa and citizenship applications in Australia and New Zealand, these are the documents which are typically requested by official authorities. There are many other documents such as certificates of completed military service, licences and permits whcih can also be delivered this way.
Category B: Online Application + Postal Delivery
These documents can often be requested online, but delivery may be via registered post as they often have to be issued in hard copy.
These include a Serbian Property Title Sheet (Лист непокретности/List neporetnosti) or Serbian Driver’s Licence (Возачка дозвола/Vozačka dozvola)
In the case of Serbian property titles, the Republic Geodetic Institute runs it’s own digital service to access and download these documents – outside of the overall eUprava framework.
Category C: In-person order and delivery
Documents such as passports (Пасош/Pasoš) and ID cards (Лична карта/Lična karta) cannot be ordered online and must be physcially ordered and collected in Serbia. However, the eUprava portal allows for people to book appointments to submit their applications for these documents online, prior to attending a Serbian police station or Ministry of Internal Affairs office.

Common Uses: Travel to Serbia from Australia or New Zealand where a person’s original passport is about to expire.

Unfortunately, you cannot order a Serbian passport from outside of Serbia, unless it is a diplomatic mission. The eUprava portal only allows for users to book a timeslot to attend a Police Station in Serbia to submit the required documentation for a new passport.
If you wish to order the passport from Australia, then you must make a booking with the Serbian Consulate General in Sydney.

Common Uses: Proof of ID within Serbia, Australia and New Zealand, in instances where a person doesn’t have a driver’s licence, travel to select Balkan countries such as Montenegro, Bosnia, Macedonia, Kosovo and Albania.

We always encourage all of our clients to get in touch with the Serbian authorities directly as things change and we at Balkan Translations aren’t notified of these changes.
We at Balkan Translations are certified translators and we aren’t able to obtain Serbian documents on behalf of clients and we do not act as an intermediary with Serbian authorities. Our role is strictly limited to the professional translation and certification of our translations.
Need a NAATI-Certified Serbian Translator?
Once you have obtained your official Serbian document, it will generally require a NAATI-certified translation to be accepted in Australia or New Zealand.
At Balkan Translations, we specialise in NAATI-certified translations of Serbian public documents, including:
